DOC would survey me about my business every month. I had had it with them lying about Obamas great economy and let loose on the guy for close to a half an hour. At the end told him to stuff it and find someone else to fake survey.
It could mean that there was a least one year in which Obama never had 3% growth in any of the 4 quarters.
You're right, it's the former.
Obama never had a calendar year over 3%, although he did have 4 consecutive quarters that averaged over 3% 2014-2015.
The fact is these quarterly numbers bounce around a lot - Obama actually had one quarter above 5% - but that couldn't get the average for the year up enough.
