If the photo is within the last few years, it could be appropriation of the UAE sign for Patriotism. If so, she is signing "I love Nazism", or "I am loyal to Nazism". Desert Arabs characteristically communicate with gestures, more than most other cultures.

Most Emiratis speak English fluently. Most are educated in English speaking countries, or in English speaking university satellite programs in the UAE.
