That sounds like what someone may say during negotiations with the US for a better deal. If that’s his goal he should read “The Art of the Deal” before attempting to negotiate again.
If he’s serious, he’s just a moron. I’m putting my money on this explanation.

Why should we continue to pay to protect countries who willingly let the enemy into their country?
And then bow down to them and change the laws to protect them?
