Hard to really know what to believe, but what I’m hearing is that these were the worst, most obviously fake bombs ever created. I’m trying to wrap my head around why anyone would do this in such a blatantly stupid manner.

They didn't want anyone to get hurt and if they get caught, they can plausibly claim those weren't really bombs.
