It has to be at the Capitol. It’s a report to Congress.

"The President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient.” Article II, Section 3, Clause 1."

Please read the above and explain to me how you arrived at the conclusion that "it has to be at the Capitol". The clause says nothing about the manner in which information is given, nor does it specify a particular time.
