The SOTU is a Joint Session (not a Joint Meeting), and the President can call both houses into session on his own.
It was last done in 1948 by Harry Truman for exclusively political purposes, so there is already precedent for doing it as a political maneuver.
She’ll probably make Steny Hoyer (next in line of Dem power) sit in her seat.
That would be the rational choice of responsible people.

I don’t think Pelosi understands the absolute golden opportunity she would be giving to Trump on a gold-plated platter if she plans to refuse to invite Trump to give the speech to Congress.
You’re dealing with the most media-savvy, entertaining and showman oriented president in this nation’s history.
I’m certain he’s already got everything ready for her to be that stupid to not allow it. It will change the entire game, and the best part, no matter what he says, the Dems will be wholly unprepared for a response other than “Orange Man Bad.”

NO. Here is what the Constitution says:
The President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient.”
— Article II, Section 3, Clause 1.
There is no mention of the Speaker’s approval. It is entirely up to the President’s discretion.
