Apparently she wanted him to start pouring the concrete footers and raising up the metal barriers last night, right in the middle his speech and in the House of Representative's chamber.

Trump has just given the Democrats a last chance to come on board with regard to building a wall on our border.
If they don’t by the 15th, he will have all the ammunition he needs to sell the public on the idea, that the Democrats refuse to protect this nation.
He can then declare a National Emergency and order the wall built. Who could make the case he hadn’t tried everything?
That’s the whole point of this. He acted in good faith, and the Democrats did exactly what he knew they would.
