You are correct. Congress has let the executive branch write laws in many areas. Oversight is apparently dependent on political calculation instead of rule of law /intent of congress. When Congress requests a report from the Executive branch they do so under their oversight authority. If they have allowed the executive branch to write a rule that congress cannot see something we have a constitutional issue. The executive branch should not write the law nor should congress enforce the law.

Mueller was appointed. Rod Rosenstein, the Deputy Attorney General who appointed Mueller, was also appointed.

So they don’t want a report by someone who was appointed, they want a report by someone who was appointed by someone who was appointed.

It's political posturing.

The entire report cannot be released without redaction. It's a mix of intel and criminal, methods and sources have to be protected.

Also, a great deal of the report is Grand Jury testimony. By law, that cannot be disclosed. Undoubtedly there are other issues.

So the report will be greatly redacted. The RATs are now setting the stage for claiming a coverup.

Generally correct, although criminal investigations by the DOJ are an unusual case, in that fruitless investigations should remain confidential.

Note that all department OIGs are separately authorized by Congress and answer jointly to the department heads and directly to Congress. Verifying that the DOJ is following the laws of Congress as well as internal DOJ rules is the job of the OIG. That fulfills Congressional oversight while maintaining some Constitutional protections for the unfairly accused.

The Social Democrats want all the subsidiary infrmation in the report about unindicted people so they can trash them and ruin their lives. The unindicted are one thing that is reason for drooling hatred and that is they are Trump’s associates and deserve whatever hell the SocDems can dish out. If they can’t get Trump then they should be given all of his associates and all the life information on them so they can be made to pay for being part of the Trump phenomenon.

Sure, we’ll let you see the report if you let the American people see all the FISA warrant applications, and all of those classified FBI records of the interviews in the Clinton email case.

Can’t she purchase the Mueller Report on Amazon? Mueller was paid 30 million to write the thing, and it was supposed to be available by March 26 if what I’ve read on line is true.
