allow states to give their electoral votes to the winner of the popular vote

One of the things that has been overlooked in discussion of the so-called "national popular vote" is the issue of ballot access.

The NPV states claim their "compact" does not require congressional approval BECAUSE State Legislatures have the sovereign authority to appoint Electors. It has always been my view that this is correct. There are no "presidential elections" in the Constitution, and the Electoral College is an indirect election of the President BY THE STATES, ACTING AS SOVEREIGNS.

However.

Once you introduce tabulations of morons voting into the outcome, then the exercise of the States' sovereign power over appointment of Electors makes it perfectly possible for some States to refuse to place certain parties, or candidates, on their ballots. This also appears to be Constitutional, based on the sole power of State Legislatures to appoint Electors.

Donald Trump got seven million votes in New York and California. If States with >270 Electors are going to appoint those Electors based on a "national popular vote" but are not going to allow certain candidates on their General Election ballots, then the outcome will be fixed with no recourse.

But there IS such a thing as Trump Derangement Syndrome.

I’ve seen it myself in my brother, who professed to be an “independent.” To him, Trump is “the most vile human being who ever lived” ... including Hitler. And there’s no arguing with him. He buys every media lie ... willingly. Trump lies about everything. Trump mocks disabled people. Trump wants America to be isolationist. Orange man bad! Orange man bad!

The media fuels this mindset. They are complicit in trying to overthrow our country, and they no longer even care who knows it.

And that same media doesn’t know history and what happens to the media that helps to overthrow the country.

The revolution’s rank and file are “disposed of” so that they don’t fire up another revolution. Only the leaders remain.

Of all the idle chat about civil war, this is part seems to get talked over, and is talked about in the abstract sense rather than the concrete sense.
Call it the "woman in the red dress" (from the Matrix) model if you will. That's where it gets dicey, because it could be a neighbor, or even family that fits the model.

But if you think about what the author is writing about, a person so convinced of their moral rectitude would have no qualms about turning in or acting against the "other", including family. This gets reinforced by propaganda and politicians with phrases like "deplorables" or "bitter clingers".
Something to think about if the Left actually does get back into power. They tiptoed a bit with Obama because they know there are 300+ million guns out there and a portion of of the population willing to use them. But they're working on reinforcing that moral righteousness the author was talking about so they have cannon fodder standing between them and their "enemies".

Only IF States choose to use popular vote elections to choose Electors, and then only with regard to who cannot be prevented from voting.
