They can't leave until October 31st unless a Withdrawal Agreement is ratified in the meantime.

October 31st is the earliest date that the UK can leave without EU approval at this point. If the new Prime Minister (whether its Johnson or somebody else) can get an agreement with Parliament and then with the EU before then, they can certainly leave earlier, but all Johnson is saying here is that whether that happens or not, it would be his intention as Prime Minister to leave on 31st October and he doesn’t need any approval or permission to make that happen - it’s already agreed that that is the date unless an earlier or later one is decided on later.

The EU vote results are released on Sunday, so more of a clue will be available then.
As for the Clown car...please select the colour and fuel type of your choice. Speed limit yet to be determined.

Boris Johnson did not like Obongo in a big way. He took a fair bit of flack when he was still mayor with his reference to the Kenyan Obongo in April 2016:

"..Boris Johnson has criticised the US president Barack Obama and suggested his attitude to Britain might be based on his “part-Kenyan” heritage and “ancestral dislike of the British empire”...."

There was a series of back and forths, mostly centering around Obongo's support for UK to remain in the EU.

The London mayor, who backs EU exit, told the BBC the Americans "wouldn't dream of sharing [their] sovereignty" as the UK had done. The US president is expected to repeat his support for Britain's EU membership when he visits the UK next week..."

I’m not at all the fan of Boris that everyone else is. He was anti-Trump and made a big stink when somebody in NYC thought he WAS Trump.

He’s a buffoon and his stint as London’s mayor was an embarrassment. Why they wanted a mayoralty in that town is beyond me after 1000 years of NOT having one. I guess they hate freedom.
