Hey, the Spanish aren’t stupid. They’ve got enough of a mess with Basques running wild, Catalonia wanting to become a country, and Moslems trying to recapture southern Spain.
Time to dismiss the legislature, appoint a military governor and transfer the 82nd Airborne to Base Ramey on the west end. The Corps of Engineers can supervise the rebuilding of the infrastructure.
