Since Elizabeth Warren might become President and impose direct wealth taxation, the US government also needs to know the total number of inhabitants of each state.
“Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States...
“Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.”
In theory, Amendment XIV might require perfect accuracy, which is impractical.

Amendment XIV seems to require an actual counting for apportionment.
The federal government probably could figure out from government records and cell phone company data, to about .01% accuracy, how many citizens are in any given state at 3am in the morning.
I think POTUS has been masterful at having this theme change at least once a day, this whole week. The MSM is tired of going after the issue, always being “out-scooped” by someone else. If he changes his tune on this every few hours, no one will know how it ends up. Very shrewd, and rather entertaining, IMHO.

Almost all working age ilicitos probably have a cell phone on them.

The Constitution requires the census/enumeration be done according to laws set by Congress.
Do these laws allow for Trump’s methods? I do not know.
The best way is to have people attach proof of citizenship to their forms.

And the good part is that there shouldn’t be any lawsuits challenging this order, because the President has every right to order the Federal departments he is head of, to provide him with information upon request. And the information he is requesting isn’t of an illegal nature.

Many of them would lie on the form or just skip the question this way we have an accurate count!!! When the American citizens find out how many millions are REALLY HERE it won’t be pretty for the Dems!!!
Because by statute, and under the Constitution (14th Amendment, section 2), the Census must count all "persons" in the United States, not just citizens.
There was an Amendment, not a replacement. However, You left out the remainder of the 14th Amendment, Section 2, , which States “...the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such state.”
It further supports Trump’s plan and the need for the citizenship information as i laid out in my prior post.
