There are so many bums in CA, I used to pull up, roll down my window, and before they could open their yap, I'd say, "Do you have any spare change?"
I saw a panhandler at the local Wal Mart in Madera heading towards the back of he store. Something prompted me to follow in my vehicle, to see what he was up to. I rounded the corner of the building just in time to see him climb into a brand new fire engine red Ford F-350 Rancher pickup, complete with leather interior, tons of chrome and all the bells and whistles.
Never mess with guys named Ryan. They are inherently prickly and rather fearless.

They are popping up everywhere now, even in small towns. Saw one yesterday on a very dangerous off ramp to an interstate.
Time to bring back the vagrancy laws.
Should have taken a picture and posted it online.
If you analyze the successful panhandler, he can probably make the $15 an hour begging easily.
All it takes is 3 $5 donors and there it is. Given a high volume corner, a days wages can be made in a morning.
There was something so incongruous about it...that it was kind of funny.
I suspect they are all in on the joke too, they know Sanders is a fraud, but...they get lots of chuckles out of it...
People call 911 and in a very short time a Sheriff's deputy arrives and offers the man(it's always a man) a chance to avail himself any of the charitable services in the area and stop creating a traffic hazard. He is also informed that we just don't tolerate that kind of sh-t around here. He is also told to move along and seek some other form of help or he can spend the night in the county lockup.
They are generally gone within a couple of hours.
Why, yes, this is a very red area in a red state. In fact, when I voted in the 2016 general election there were many races that had no Democrat candidate.

There is a phenomenon here in NYC—panhandlers stand in front of kosher restaurants and kosher groceries and use Hebrew code words to ask for charity. This makes me very angry. It’s like I have to walk through a gauntlet just to eat or buy food. Further ticking me off is the fact that, first of all, they all look quite able bodied, so why aren’t they working at even some menial job rather than beg in the streets? Second, don’t we give away enough money to those who won’t work? EBT, housing, Medicaid, etc. isn’t enough? Third, although they are chanting “Money for the Sabbath”, they don’t look Jewish. Their chants are obviously learned, not a regular part of their vocabulary. I doubt that most of them even know what the Hebrew they are chanting means. I do see plenty of soft touches handing them money, which is what keeps them around. I am not among that number. I think these are scam artists and I won’t open my wallet on the street. I give my charity to reputable places online, no fuss no muss. That way, I know it’s going for the purpose for which the charity is intended, not to line the pockets of some scam artist.
People like the one you saw infuriate me big time.
Used to be a lot of ‘them’ hanging on a corner near an asphalt plant and I would point them in that direction and tell them who to see for a job (will work for....etc)
Needless to say if ‘Sam’ would have paid me 10 bucks for every person that showed up I would probably owe HIM.
Had a couple ‘double hit’ me at a 7/11 (I was in a marked Co pickp).....I tod them that I didn’t give to dummies and fools and walked off...when questioned I schooled them in the etiquette of panhandling...
FIRST ask me (or anyone in a Co marked vehicle) if we are hiring THEN bum money......Of course I wouldn’t give either way BUT I would consider hiring....
I hear this kind of story all the time.
I never give money to anyone.
I help by donating to our church food pantry where they keep track of what goes out to who and do not allow anyone to scam them.
I stopped to help a starving man and offered him a ra k of ribs I had just picked up. He said no, I am a vegetarian.
