It would be easy enough to say there was no such conversation.
It’s not impossible to believe and it throws water on the “Only Trump would be crazy enough to ask this!” crowd.
If he truly did bring it up, no harm in saying it.
Tom Cotton leans toward the Ryan side of the GOP. Likes to stand upon principles when there are no risks involved. Would not characterize him as a RINO but he can lean that way at times.
Even if this was his idea, Reagan said you can get a lot of things done if you dont care who gets the credit. This is why POTUS is always gracious when speaking of others when doing the art of the deal!
My preference would be, Cotton kept his mouth shut until the deal was done.. as I recall when asked, President Trump did say the idea had been discussed...not that he initiated the idea.
He was letting trump off the hook by taking the blame.
Except he shoots off his mouth when it makes no sense.

Purchasing Greenland is an old idea not invented by Cotton or Trump.
Thats not what he was doing. The deal was dead. He was taking the blame.
That is not the intent of the writer of this piece. Had Cotton said nothing there would be no story about who originated the offer.. because in President Trump’s own words, he did not hint or suggest it was his idea...the title gives the motive for this ‘story’.

That a real estate mogul become POTUS would look for an opportunity to expand the nation’s land holdings, and to do so by contract not conquest, should surprise nobody. Just a matter of finding a suitable & affordable property of interest, which likely others had contemplated purchasing before but had not the drive nor talent stack to pursue.
Greenland is, in retrospect, an obvious choice: rich in untapped resources, sparsely populated, well positioned, culture roughly “western”. Of course others had contemplated it; just takes a Trump to make it happen.
Occurs to me that this prospect should be ENCOURAGED more, not tolerating the insults of the Left with faint defense. There is much in this world that could be improved if only it were internationally acceptable to BUY remote or blighted regions. There’s much rumbling about China taking over much of Africa, largely by purchase; would that Western countries take more such interest to leverage improvements therein with less native risk than their current suitors will inflict.
The president tends to dislike those who appear eager to grab the limelight away from him about certain high profile issues. Everyone already knows this, so better for Cotton to keep quiet for now and let the process play out.
This is partially why Steve Bannon lost favor in the Trump Admin. early on, even after helping the president to get elected. Javanka whispering behind his back, sowing doubt, didn’t help matters either.

Discounting Senator Cotton, by theory has been that the talk of Greenland was meant to quell the recent gun control talk, and let people calm down a bit.
If so, it worked!
