Neither. No nuclear power will use nukes against an adversary with a nuclear counter-strike capability. There’s no percentage in losing tens of millions of people, in a nuclear exchange, over a war where you might lose perhaps tens or hundreds of thousands of troops, at worst. Life is not a Hollywood movie.

I know Pershings were deployed. Do I believe they would have been launched, if the Warsaw Pact had come through the Fulda Gap? No. But if the Soviets had detonated nukes against US forces, there would have been an all-out nuclear exchange. And that is precisely why the Soviets would have held back.

I’ve yet to hear of a Muslim leader who was actually willing to risk his own neck. The idea is to risk someone else’s - lower down the totem pole. It doesn’t pencil out for Pakistan. The end of a nuclear war between the two countries will involve the physical extermination of the weaker country. That weaker icountry is not India.

India has major issues in initiating any conflict with a muslum state. The muslum population in India itself is heavily integrated over hundreds of years. That is throughout the country, where they have an extensive history in several major cities.

A nuclear war between the two countries, in which tens of millions are killed, will unleash uncontrollable passions. At the end of such a war, there might not be any Muslims left on the subcontinent. The partition in 1947 left a million dead and that was just sectarian violence without much proximate cause apart from wild rumors. With tens of millions dead, the cry for revenge will be irresistible until the job is complete. At the end of it all, Pakistan will be a Muslim-free Indian state. And that’s why Pakistan will shrink from using nukes. Not worth the consequences.

And yet the Russians backed down when the Warsaw Pact collapsed instead of activating the Samson option and bringing the temple down on East and West alike. The issue isn’t that the people lower down will disobey their orders, although this might happen. It’s that leaders will decide that tens of millions of friendly dead and the extermination of every single man, woman and child in his country by the victorious power (not Pakistan) is not worth the satisfaction of seeing tens of millions of Indians killed.
