No, he absolutely did not. He disagreed with the President's policies, and rather than talk bad about him in the press, spread rumors, or any of that other generic Deep State garbage, he parted ways.
SECDEF is not a contracted position nor is it one of involuntary servitude. He was free to leave whenever he wanted. I disagree with how Mattis sees the world in many cases, but I respect him and his means of withdrawal from the process.
