Off shore is a non issue while the Permian basin is gushing oil and gas and other areas are producing as well.

Come November 2020, no one will remember this losing effort

How bout if the states like Florida who want no offshore drilling pay into a fund to support other states that will allow it? Florida's economy is heavily dependent upon Americans using oil and gas to drive long distances to reach their end of the country so states allowing offshore drilling are actually contributing to Florida's economic well being. Florida should be expected to either help contribute to the increased effort to find oil and gas or at least reimburse the other states that actually do. Currently, they are getting a free ride.

When you build windmills and put up solar panels, you kill wildlife, destroying the ecosystem. Is that in any of the bills?
