The landlord is an idiot. It is abuse of process. If the person is illegal, then report them. But you cannot use the threat of reporting them to extort money.

Bingo, what it all boils down to is attempted extortion. Deliver the 3 day pay or quit notice and continue on eviction. Because you know what's going to happen, you'll get your money late, then the next month even later, etc. Just file the paperwork and move on.
