The only reason I can think of is as a firewall against the Kavanaugh vote.
Maybe Collins thinks she can play hard-line with Trump after voting for Kavanaugh, and that this will be enough to satisfy her constituents?

I’m glad they’re doing something, but I don’t know...a resolution saying something unfair seems quite weak. It’s ILLEGAL...how about saying that and then doing something about it?

A true representative would take the pulse of his constituents and stick to it whether he were up for re-election or not. He wouldn’t care whether he was in Congress; he would just be taking his turn among his peer district people to represent them as a whole.
Clearly, BEING IN CONGRESS is wayyyy too much of a draw for them to actually represent us.

Manchin showed his colors with Kavanaugh when he made it clear that he would NOT be the deciding vote to save his nomination. Same applies to Trump.
