The weasel words begin. Quality-of-life life crimes also include public drug use and by default drug dealing, public defecation, crimes that involve <$950 in property loss ie: car break ins.

6th & Market is an open air drug market. There have been public shootings/ gun battles on Market street in the middle of the day. There was an old fashioned “pogrom” in China town at Portsmouth square. A gang of ferals assaulted a crowd of elderly Chinese for their phones and valuables.
The SFPD have ~150 officers who have transfers pending to other agencies.
