For a Republican it would be called perjury. For a Democrat it would be called a “lack of candor” of which no reasonable prosecutor would pursue.
Her image from the top photo was blown, enlarged, and re-inserted with a hand flipping the bird over the original photo.
Then how do you explain that people’s heads and arms and whatnot are in different positions? It’s not the same photo. Some other pic was photoshopped, but it wasn’t that one.

I think that "these Democrats are so predictable" is more fitting.
Ambassador Yovanovitch may get high marks in Washington but not so in the countries in which she has been assigned. I think you will find everyone of them complained about her.
and, I suspect the reason the good Ambassador is a personna non grata is for several reasons including that she is a proponent of gay rights in each of the countries.
