Someone wrote about a visit with him just a while back. It seems that Julian is very malnourished and mistreated. Because of the way he has been treated(Who knows what they put in his food as well). He has become confused and unable to carry on an intelligent conversation. Even if he does survive then he will be in no condition to talk about anything. I believe that is totally intentional.
He is scheduled for an Armancide anyway.
