No, although the problem with Chinese restaurants is that they have a miserable track record on sanitation in any town, anywhere, ranging from Manhattan to Palatka to Topeka to Denver to California...well, you get the idea. Chinese restaurants always appear first on the list of citations here in Florida.
That said, everybody needs to up their sanitary practices.
And cities have got to shut down these “homeless encampments” which will be a major vector. Much more than Chinese restaurants.
What statement in the article you posted makes you think anyone was "moved"?
They may have not been infected until they were on the way back.
It has a 14 day incubation period, or so they tell us, but I think it’s at least twice that in some people.
Meanwhile, how many people get infected while you show NO symptoms for 3-4 weeks?..............................

It does NOT include going out for dinner or small meetings with friends. Or having cleaning people in... Or trips to the bank to meet with their favorite banker or broker.

The governor is more concerned about the revenue that would be lost due to being transparent about where these people were and how many people they infected. Spring break brings millions of revenue to the state every year and that would be in jeopardy if he revealed these people were in Disney prior to being moved out of state.

That’s the problem and that’s what any state official is not talking about. How many people are infected while the person showing no symptoms is still shedding and passing the virus to others?
The State will not report where in FL they were infected .
Disney has that power here .
