Votes should not ever be transmitted electronically. The probability for mistakes, equipment/system failures and cheating are too high. Paper ballots ought to be required and heavily secured in every election. Nothing else.

As per what Bill Binney used - Data Forensics they cannot make copies that are unable to be traced to date and time of creation of the initial file.
Of course if they had them in “reserve” the collective info still will not fit together unless they try the old totals added model versus a one to one comparison of the votes cast and the ones on the Thumb Drives.
This is SOP in the IT world, and it is akin to having a “backup” of files you must have and then putting them back in place. If there is one already there then the new on must replace it or be rejected as a duplicate. Even additional ones must have the necessary attributes to be considered as additions to the current master Database.
