Suppliers who have been through at least one election cycle know to demand payment in full prior to delivery of any campaign related goods or services prior to delivery. Politicians seem to believe they have no duty to pay for any bills they ran up or commitments they made during a unsuccessful or even a successful campaign.

When I was young I worked for a newly-opened company that didn't know that cardinal rule and got stung with huge unpaid bills at a time that they really couldn't afford them. So Bloomberg's staffers have now learned a valuable life lesson about trusting politicians.
