That is exactly what the Spanish bureaucrats did. It resulted in the loss of their empire, but it took a while.
They were also good at pointing fingers and punishing the innocent.

One of the best history books I have ever read.
Reads like a fast paced adventure novel, only superbly researched and footnoted.
