You people need to learn how to read, and to know what the law is.
Esper is not allowing the Guard to do state law enforcement - it’s none of his business. He’s just commenting on the fact that the governors can do what they want with the Guard for activities within their states, unless the Constitution forbids it.
Other than federalizing the Guard, Esper has no control over lawful use of the Guard who are under the control of the governors. Governors do it frequently for riots, looting, and in these cases, protection of the civil populace.
On occasions where it is determined that the Guard is not being used Constitutionally, like stopping school segregation, the President can then federalize the Guard and take control.
Entertainment companies and narcissistic Internet trolls shouldn’t have portrayed us (prior and present National Guard members) as being conspiratorial, evil entities. Good, strong Americans wouldn’t believe such myths.
Back in 1970, the National Guard was trusted and received gratitude for helping the people of a city through weeks without power, phones or clean water. The Guard supplied dry ice, water, emergency communications, security against looter and other services.
There was a rumor that we were under martial law at that time, but it was in a positive context in regards to probable attempts at looting. There was no martial law, but looters were not tolerated.
There won’t be any martial law established in the U.S. anyway. That’s a myth. Emergency laws are constitutional and temporary.
Not that there’s anything so terrible about martial law where applicable. I’ve lived under it. It’s called the Uniform Code of Military Justice.
So did I - voluntarily - just like you. That time is over and can’t be imposed on me ever again, because my State Constitution, Article 17, specifically prohibits it.
So, the Guard is going to assemble in large groups to stop people from meeting in groups. Whats up with that?

Former Military Police 1960’s. Tell me about it. I think the article’s use of the word “enforce” by the National Guard secures a leftist perspective of our government that isn’t real World intent. The National Guard isn’t to run roughshod over the populace, but to assist the populace.
