I agree. This exposed the USN from top down to not having proactive contingency plans in place for this situation. Why were they given shore leave anywhere when this epidemic was underway. The fact this got to the media was the real issue too. Lots of blame to go around.

You are welcome! :-) I think an inquiry following this dolt’s removal was pretty much ordained upon the decision to remove him. I am seriously doubtful he followed mandated procedures for dealing with Covid-19 for the current defense posture and if he did not do those that is a court martial worthy offense. The letter was grossly negligent.

The colored uniforms, if that's what you are referring to, are called rainbow jerseys. They identify the various Navy ratings (job specialties) that work on the flight deck.

There is definitely some risk. I just think they could control it very easily among a young, healthy population like sailors.
No one likes the notion of running experiments on a captive population, but in fact the USA would learn a lot, and learn it very quickly, by leaving the TR at sea, testing everyone aboard, treating all of them in advance, and then also later testing them for antibody formation. They would be doing a great service to the nation.
