Are they saying that a senator, or former Senator, cannot ask for release of his or her own senatorial records??? Are they saying that a senator or former Senator does not have access to their own office records?

These are personnel files. They don't belong to Biden. The obvious solution would be for Reade to say that she has no issue with her records being released. Ball's in her court now.

Biden has no control over the records. Reade would have to ask that they be released. It's up to her now.

That makes sense. I was assuming she had already consented, but actually she consented to the release of any records in the National Archives.
