He wrote an order leading to infecting and killing off nursing home patients,
Then after weeks he put up an new order reversing his own order.
How it works, Trump gets the blame, Coumo gets the credit for reversing Trump's CDC policies in NYS.

As I understand the article the dishonest statement came from his secretary.
It didn't say individuals with Covid, it said "individuals from hospitals with Covid." This was ostensibly to protect the uninfected who were in hospital where Covid was present.
It's likely that they meant other patients who happened to be recovering in a hospital at the time that Covid was discovered. It wasn't a license to ship the infected elderly into nursing homes.
"There are over a dozen states that did the exact same thing, many of whom were concerned about hospital capacity.
President Trump gave Cuomo the Javits Center field hospital and the Comfort hospital ship to use, and instead Cuomo sent the elderly infected patients back to nursing homes instead of isolating them in one of these special care centers.
It's a nasty, backstabbing attempt to deflect the blame onto President Trump, who was the one person who singly helped Cuomo the most. Unfortunately, it's the Democrat thing to do.

The intent is to relieve overloaded hospitals. So patients who have some other condition (Not COVID-19) would go to nursing homes so the hospitals could devote more resources to COVID-19.
