That picture says a lot;
the profanity on the glass block of the business behind him,
that he already has a convenient mask to hide his identity,
that he's gotten a haircut somehow in the middle of a lockdown,
that he brought a backpack to fill up,
that he had no fear of having to run since his pants are halfway to the ground,
how many bottles he's carrying, etc.
but that man has serious homeless skills - he's got a bottle tucked in the shin of his pants.

Yeah, sadly, just like hurricane Katrina, events like this give them “their” excuses to riot, loot and steal other people’s property and merchandise. I will never forget the picture of the black guy, up to his chest or so in flood water, holding a massive large screen TV over his head that he had just LOOTED AND STOLE from the flooded Walmart store.
