I was looking at prior invocations of the act and in all cases, it was because the city/state were overwhelmed, not because they refused to do anything. In Rodney King riots, CA requested help.

These riots are indeed organized, attacking government buildings to destabilize, terrorizing neighborhoods/cities, and profoundly illegal - well beyond what police can handle. Its an insurrection. The President absolutely is empowered (correct me) to call out the Militia to suppress insurrection.

If the governor is in on it, s/he is not going to ask for help - all the more reason to declare insurrection.

the guard did this when they were stationed near where i live when we had the 1,000 year flood in Colorado a few years ago to help protect the flooded out areas ...
i was helping a friend pump out and restore her flooded fully-finished basement in one of the flood zones, and had to stop at a guard checkpoint and prove who i was, why i was going into the neighborhood, and who i was helping each time i entered the neighborhood ...
The U.S. government has no obligation -- or even the authority -- to enforce state laws.
Read the Insurrection Act in detail. It's very clear that it requires the approval of a governor or state legislature before Federal troops can be used.
If a bunch of Democratic governors and mayors want to dump sh!t all over themselves and their constituents, then it's not President Trump's problem.

Your reasoning presumes the Governor isnt functionally part of the insurrection.

Sending in troops before they ask is like trying to get an alcoholic to quit by taking away their bottle in mid-bender.
They’ll only crave it more.
They have to make the conscious decision that they have had enough themselves.
Only then can recovery start.
The insurrection act does not require a governor to invite federal assistance. The governor will not request such when they are literally assisting the insurrection.
