I have to believe he has a plan, timed perfectly.
I agree with your original premise; the President is in the Executive Branch.
However, the Federal DOJ does have the tools and the Law, as well as precedent.
When and where there is a Federal crime, the Dept. of Justice has the authority to investigate and act.
Given that many of the demonstrators are not local, and in fact, many are from out of State,
there appears to be a criminal organization coordinating these criminal behaviors.
The Feds should execute the RICO law, used to take down organized crime, which is what these actions actually are.
Furthermore, by following the lines of communication, funding, recruitment sources, and the such,
they could climb up the organizational ladder all the way to the source.
Unfortunately, all this investigation takes time, and given that the DemocRAT party seems to endorse the revolution actions,
and if the DOJ wasn't already politicized, we might have already seen some upper-level prosecutions, rather than the arrest of rag-tag, street level hooligans.
Stingray already notifies the DOJ of who is there, because even 'burner phones' leave an electronic trail.
The impressive thing about 'mob actions' is that the entire mob enjoys the same prosecution and penalty in a RICO action.

Let me assure you that Eisenhower in 1957 did NOT have the approval of the Arkansas governor when he declared the Insurrection Act and sent troops to Little Rock to desegregate the schools. Nor did Kennedy have the approval of the Mississippi governor in 1962 when he declared an insurrection and sent in the troops.Indeed, both presidents did it AGAINST the governors.
What are your sources that the President needs the approval of the governors? Please provide a quote.

One problem is that he is so wealthy that he will have the best lawyers, so the evidence must be overwhelming and well documented.
Hey, a critical thinker. You’re right, he never said it. Most everyone implies it and a few have stated up front he never specifically said it. They still go on to state unequivocally that that is exactly what he would be doing. He could certainly use it, though, if you read the language of it. There’s probably other feasible avenues too. These are terrorists, after all and I’ve read several places that the DOJ’s been keeping track of a ton of the “organizing.”
His track record argues for that.

What I'm waiting for is for the FBI and DOJ to decide that election interference is enough to perform an act of Civil Asset Forfeiture on Soros, to stop the money flow to domestic terrorists.

Arrest, hell. IF he has to invoke the Insurrection Act, the mob and their enablers and financiers should be put down with machine guns, flame-throwers and tanks. No prisoners. No terms other than total, unconditional surrender.

That's the key limitation here, for sure.
What I don’t understand about our Federal Government is the fact that every day the rights of American citizens are being denied and completely ignored by a group of people yet nothing is done. Why is there a Civil Rights Division at the DOJ? Do they exist only to protect the rights of certain races or are they supposed to ensure the rights of all Americans are protected. If it is the latter, they are failing.
Will it take thousands of us going to the streets to make sure we are able to live our lives freely?
Will we ever have a Department of Justice that will do it’s job? Or will we be forced to eliminate those that wish to enslave us?
Include in that arrest group all the Soros-backed AGs, and DAs that are releasing arrested rioters to allow them to continue their rioting and are prosecuting anyone attempting to defend themselves from rioters.
