Mea culpa. I had mistakenly assumed that McSally was completing McCains term. Arizona law specifies when the replacement will take effect, as soon as the results are certified.

The AZ newspaper article quoted “experts” as saying Kelly could be sworn into office immediately after the AZ vote is certified.
