That doesn’t sound to me that Trump will necessarily have Pence as his running mate in 2024. I think, more accurately, Miller is saying Trump isn’t talking about it, at least not with Miller.
2024 is a long way away. Anything can happen ‘twixt now and then.

This is a strange choice of wording. If he makes a run in 2024, he would not be “replacing” anyone as a non-incumbent.

Incumbent VPs notoriously are not successful...they are always in the shadow of the incumbent.
If there is one thing President Trump could be better at, it is allowing his political enemies to save face when defeated, whenever possible. Who needs a growing list of enemies?
It’s hard to believe Trump is even thinking about his running mate this far ahead of 2024. There’s plenty of time to decide on a vice-presidential nominee.
