So they will “partner” with private firms to circumvent the law? It’s no different that Fauci’s NIH “partnering” with private firms to send money to the Wuhan Virology Institution to conduct research on virus gain of function that had been outlawed in the USA.
We have Federal employees actively partnering with private firms to circumvent laws passed by the very organization they work for. I’m shocked.

The Department of Homeland Security is limited in how it can monitor citizens online without justification and is banned from activities like assuming false identities to gain access to private messaging apps used by extremist groups such as the Proud Boys or Oath Keepers. Instead, federal authorities can only browse through unprotected information on social media sites like Twitter and Facebook and other open online platforms.Their plan is BS.
Hiring outside entities to do something that they legally can't do shouldn't be legal, and I believe isn't legal.
If they are paying for the service, then they are involved.

In the old days those firms would have been classified as “agents of the government”, and thus subject to the same rules as the government itself.
But like I said, that was in the old days. I would not expect any judge to see it that way now. Because terrorism.
