heard some years ago there was some kind of obstruction interfering with the drilling. Never heard what it was or how did tunnelers got through it.
I think they had been expecting mainly sediment, but found some areas of solid rock. Some areas of the waterfront shoreline were underwater when Seattle was founded, and were artificially built up, especially towards the south end of the downtown area.

I feel safer in Miami than in Seattle.
Just visited my son in Seattle for the umpteenth time. There’s still aggressive homeless, insulting signage, and insane druggies on the streets. In my opinion it’s a hopeless city unless their city council gets replaced.
Start dropping leaflets that the $700 million waterfront park is a secret Trump project. The Antifa weenies will dismantle Seattle.
I don’t root for Seattle. No way, no how and no dice.
Seattle deserves to fade away, a once top city run into the ground by stupid, woke, democrat liberals. Seattle is the best example of a city gone wrong and what is the result.
Burned out buildings, homeless, drug addicts, panhandlers, and criminals lurking about to pounce on those unfortunates who could not escape.
You deserve it Seattle, enjoy the misery you have wrought on yourself!
