Taken over time, much of California and all of southern California is a desert.
A dryer deviation from the normal, the natural, desert climate condition places it all under extreme stress.
A lack of water and a lack of air conditioning during brown outs will make things hot

Wixom Lake in MI after last year's historic flood and then damn failure. One of four lakes, each with miles-long feeder rivers, affected with low water. Minimum 5 years and tax $$$ before water is back.

They have to drain the lakes in advance of the wet season arriving. There’s nowhere else to save the water. But they DO waste a huge amount of water protecting the “Delta Smelt” fish.
