That's one of the first signs of an incompetent manager. Even the laziest of employees want to perform their jobs correctly, they just don't want to do as much of it.
One of the first things a good manager learns is to properly inform employees of what you expect of them. If they don't know what it is, it's your fault, not theirs. She even admits this when she says "they did not understand how she wanted things to run".
