Yes Schiff could have known. In fact he was likely one of the first to know, since Charles Dolan, Virginia Chairman of Bill Clinton’s campaigns in 1992 and 1996, was the source of the lies to Danchenko which were the basis for the dossier. Hillary Clinton knew since she was paying for the dossier. I would be willing to bet that Schiff and all the powerful Democrats knew the dossier was full of lies, since they were the ones who invented and propagated those lies.
I thought a prerequisite for being on the Intelligence Committee was having a reasonable amount of intelligence.
