Hadn’t heard that one before!
Technically, it’s water that freezes at 32F. “Freezing” in F is still 0 just like in C.
It just that 0F is the temperature at which brine freezes. The problem there is that an exact composition of brine was never defined. So for the metric world, they chose straight water.

No big deal. Just wear more layers, gloves, and a couple of knit caps. Cover the ears. Face mask would help too. And goggles. And extra socks. And waterproof boots up to the knees. For 5 months.
And, that’s just indoors...

I experienced a -40 F or C at a mine camp in the Andes on the Argentina side of the border at 4,300 meters elevation. Not a breath of wind...absolutely still.
We had to abandon half the camp in a panic because of fuel gelling which shut down the power supply generators for most of the camp. What a wreck.
Plus, it was in July!!
