To achieve this, it’s what you would expect. Fewer tests, easier grades, lower entrance requirements for “ historically neglected groups” - finding 1000 should be no problem.
Graduating them before 2033? That may be a problem.

1000 additional doctors and nurses? Is this like deputizing Gomer Pyle? They just create doctors and nurses? Or do they mean they will move some around since so many doctors and nurses have been fired? It seems like if there’s such a crisis that hospitals across the country would bring back those fired employees who worked and survived (they’re not ghosts) the CoupFlu for the past two years.
