These speeches are only used for money laundering. Basically consider the university to be like a shell company being used to move money around. The university gets a donation or grant from some source with the secret understanding that a certain amount of it is to go back to a certain company or person. The speech is just used as a way to justify the payment. The speaker is getting paid off for something they did that is completely unrelated to the university. Maybe they did a favor for the Clinton’s or whatever. Everyone is covered, and you generally can’t prove what the payout is actually for.
