Here’s my idea for truck control for Washington: don’t stop all trucks. For every truck allowed to enter, a truck must exit. Then Washington won’t get clogged.
Sounds like you support the commies and their forced experimentation. But that's irrelevant to how useless your idea is. DC has a couple major roads going in. The truckers don't need to get in and clog DC, they can stop miles outside of it and just block the highways. That's all they need to do.

I support the goal of the truckers, but I’ve thought a strike would be just as effective, easier on the truckers, and not as disruptive to activities that are essential to other people in the clogged area.

A strike wouldn't be very effective. For such a widespread industry, you'd need a sizeable fraction of drivers to participate, and many aren't willing to risk that. There no publicity - leaving government and the media to fully frame the narrative, and how do you think that would go? Most people already know little enough of what's going on in general. Being disruptive is the only way to get the story out. All anyone would know otherwise is "there's a nationwide shortage of xx truckers" is why goods are short on shelves and deliveries take so long. No one would know about a partial strike or that some brave people were passively fighting the tyranny.
