That's correct. The data in the QR-encoded credential has your name, date of birth and vaccine status. The stormtrooper who scans the credential will also force you to show your ID. Otherwise I could simply display your credential and say that I am you. Then he matches the name and DOB to the drivers license and lets you on your way.
Now it is obviously possible for their scanner to be networked and send your name to the big database to see what they can detain you on. However a scanner does not need to be networked. It only has to verify the digital signature on the credential, and display the name, DOB and vaccine. There's no need for a network connection whatsoever to do that. But like I said, they can if they want to. And they will want to.

As far as I’m concerned, I think he’s doing a good job for SC. Yes, the quote from “South Carolina’s director of immunizations” surprised me. But everyone in SC’s gvt is not perfect. I agree this person is a sour apple in the bureaucratic barrel.

I'll hold judgment on Gov. McMaster until I live in SC for a year or two, I guess. To me right now, McMaster looks like a Ron DeSantis, who has been doing a great job for Floridians. (I'm not convinced Florida will always be a Red State though)

That is partially true. The Social Credit Score will apply to only a CERTAIN stipulated racial group. Other groups having recognized minority status will NOT be encumbered by a social credit score
You’ll quickly find that while DeSantis leads, McMaster is reluctantly dragged. Even then, he does the smallest amount possible like tweeting about ‘fighting to the gates of hell’ or some such nonsense and then doing literally nothing.
