I was under the impression that every full time non-executive job in the federal government was already unionized.

I am a retired federal employee. Joining the union was optional (I never joined.) The only people the union benefitted were those who were too lazy to make it on their own. If their boss looked at them the wrong way, they went running to the union to file a grievance.

In 2010 8.4 million government workers were represented by unions, including 31% of federal workers, 35% of state workers and 46% of local workers.

The above are the most current figures I have easy access to.
I don’t imagine it has changed too much.
