So, California is draining the Colorado River.
Coincidentally, I stopped my LA Times subscription just today.
Step 1: build more reservoirs
Step 2: build pipelines to the Mississippi and other river basins and watersheds and siphon off the water where needed.
Step 3: look into how much to desalinate the ocean water would cost over pipelines.
Step 4: stop releasing water into the ocean like California does.
Step 5: stop growing water intensive crops like pistachios and cotton in California.

No need to go as far as the great Lakes for water the Missouri River has plenty on a seasonal basis. That River floods nearly every year tap it right where it joins in with the Mississippi River just south of St Louis then send a dual 14 foot diameter pipeline west directly to Denver. Why Denver they already have tunnels through the mountain’s taking Colorado water across the Continental divide. Reverse those tunnels and.dump the pipeline water into the head waters of the Colorado problem solved. In theory you could get great Lakes water this way. The Chicago River was reversed in the early 1900s so that great Lakes water now flows into the Chicago River then into the Ohio River which is up stream of the confluence in st Louis so send great Lakes water down the Chicago River in quantity it will end up in st Louis and then up the pipeline.
