Good points, but doesn’t address who should be tasked with thwarting the activities of spies. That should be the job of the FBI (or something like the FBI), but the actual FBI that we have is hopelessly corrupt to its very core, and unable or unwilling to do the job.

The Feds were corrupt at least since the Grant administration, but the 16th Amendment fed the corrupt system all it could have wanted until it has become its now bloated corrupt self.
