IIRC, Clinton actually sold them for China campaign donations bundled together and "cleaned" by Riady or Chang. Loral and Hughes companies provided tech that helped CCP second stage rockets from blowing up, AND MIRV technology.
I've never understood why Billy wasn't investigated nor charged. Best guess is the "washing" of the bundled donations. I could have some facts wrong, but the above is basically what happened.
Oh, and then there is the fact that Clinton transferred the sale authority of duel use technology from the State Department to the Commerce Department which had less security measures. It was a well known secret in DC that Ron Brown of the Commerce Dept. was going to blow those traitorous acts wide open.
Next thing, he dies in a plane crash, with a bullet size hole in his head according to an Air Force autopsy. The female MD who conducted the autopsy has not been heard from since.
