I don’t know much about British politics but unless I’m mistaken him attending when his Prime Minister doesn’t would appear in Britain as an open,and serious,rebuke of the PM. I don’t think the Monarch is supposed to do that. Rebuke him/her quietly...but not openly.

Sunak performs first U-turn as Prime Minister and confirms he will attend COP27 The decision of Boris Johnson to attend made it harder for Rishi Sunak to snub the event.
